When the limit is exhausted within one region,a new code is assigned. This is due to the large number of registered cars. Thus, several codes appear in one region. Namely: it became possible to keep the number of the vehicle for one car owner when changing one car to another. This rule actually canceled the need for transit numbers, except for traveling abroad by car.
